It's a thought experiment based on what it means to have intent and how does one measure that.
Semantics isn't even a real word
That's the paradox. In order to get paid you have to intend to do so at midnight the night before. The question is how can the billionaire know that you intend to do so?
This was thought of in the 80's, wasn't it?
