It doesn't really. With 28 Women at the moment under contract (not counting Indy/Japan guests/ono's or similar arrangements), that's enough bodies. They just have to present and build up more than 5-10 on a regular basis.

Tenille doesn't really have to be signed by anyone. She's been surpassed by pretty much the bulk of Women wrestlers out there by now and there is way more interesting talent available.

But out of those 28, how many are part time Japanese performers?

I always said it about Tenille. She's good, but she's never been anywhere there aren't already 4-5 women better than her. She's very much a product of the transition between the Divas era and real women's wrestling, with all that implies
