CM Punk and Kofi Kingston won the tag titles from Legacy on the October 27th 2008 Raw. They lost the titles to John Morrison and The Miz on December 13th 2008 in Hamilton, ON, Canada.

Ted Dibiase Jr. and Cody Rhodes won the tag titles from hardcore Holly and Cody Rhodes on June 29th 2008 at Night of Champions when Rhodes turned on Holly. They lost the titles to Batista and Cena on the August 4th 2008 Raw. They won them back on the August 11th 2008 Raw. They lost the titles to CM punk and Kofi Kingston on the October 27th 2008 Raw.

Legacy was a more accomplished tandem, but the faction was more Orton and his two lackeys rather than a credible combination of two up-and-comers. Punk and Kingston, though short-lived, were an exciting team and got by on their own merit.

I hate voting against Punk and for Cody Rhodes, but I have to go with Legacy. They were a legit tag team, unlike Kingston/Punk.
