Pedro Morales won the WWE title from Ivan Koloff on February 8th 1971 in New York, NY. He lost the title to Stan Stasiak on December 1st 1973 in Philadelphia, PA.

Sting won the NWA title from Ric Flair on July 7th 1990 at The Great American Bash. He lost the title back on January 11th 1991 in East Rutherford, NJ. He won the WCW title from Lex Luger on February 29th 1992 at SuperBrawl. He lost the title to Big Van Vader on July 12th 1992 at The Great American Bash. He won the title back on March 11th 1993 in London, England. He lost the title back on March 17th 1993 in Dublin, Ireland. He won his third WCW title from Hollywood Hogan on December 18th 1997 at Starrcade. He vacated the title on the January 6th 1998 Thunder due to the controversial finish. He won it back when he defeated Hogan in a rematch on February 22nd 1998 at SuperBrawl. He lost the title to Randy Savage on April 19th 1998 at Spring Stampede. He won his fifth WCW title from Diamond Dallas Page on the April 26th 1999 Nitro. He lost the title back that same night in a NO DQ Fatal Four Way Match alsoi involving Kevin Nash and Goldberg. He won his sixth WCW title from Hulk Hogan on September 12th 1999 at Fall Brawl. He was stripped of the title after losing a non sanctioned match to Goldberg at Halloween Havoc on the October 25th 1999 Nitro. He won his second NWA title from Jeff Jarrett on October 22nd 2006 at Bound for Glory. He lost the title to Abyss on November 19th 2006 at Genesis. He won his first TNA title from Kurt Angle on October 14th 2007 at Bound for Glory. He lost the title back on the October 25th 2007 Impact. He won his second title from Samoa Joe on October 12th 2008 at Bound for Glory. He lost the title to Mick Foley on April 19th 2009 at Lockdown. Sting won his third title from Jeff Hardy on the March 3rd 2011 Impact. He lost the title to Mr. Anderson on June 12th 2011 at Slammiversary. He won the title back on the July 14th 2011 Impact. He lost the title to Kurt Angle on August 7th 2011 at Hardcore Justice.

I have no idea who the first guy is so by default I'm going with Sting. His work in early WCW was great, and during most of the NWO era his work rate was great.

Definetly Sting, He had the company molded around him until other forces took over and it was great how he redefined his character in the mid 90's.

Sting maybe another one like Hogan who has held on way past his prime, but he was an important guy in his era and had a very good run.
