This is very tough, Rhodes is one of my current faves and clearly is on his way to the top.

But I can't not vote for Fit Finlay.

Both are dreadfully dull, but went Cody on account of him being unproven in the main event.

Finlay's run on Smackdown was horrible, luckily Booker was gold during that period.

Finlay was awesome, the guys was amazing and he gets my vote, it was extremely close though. I feel that if neither holds a world title a decade from now the vote would probably be different, but I wouldn't be surprised to see Cody Rhodes win the belt soon.
