Yes, it is packed. Thinking it isn't is just odd.

The WWE roster right now, even with injuries, is bigger than it has ever been. Counting part timers like the Rock, Undertaker, Shane and Hunter there are currently 62 male wrestlers currently signed to the WWE. Add on 14 divas and the roughly 100 people currently signed to NXT in various stages of training and this is the most packed roster in wrestling history.

He's well over with the crowd, and isn't getting any younger. Not to mention that he probably has a fat contract that will be a lost investment if he was put in some pre-show match at their biggest event. Plus by the amount of merch they're putting out, he's selling a lot of merch and bringing in more fans. It makes no business sense not to have AJ Styles on the card.

Experience has nothing to do with your place on a card. If you're over and sell enough merch, you'll be on every card from today till the cows go home.

WWE's roster is packed to the brim. They have talent from every where in numerous parts of their touring rosters. Counting everyone from NXT, main roster and part-timers and guys who are signed to compete but haven't made their full debut - they have well over 100 people. The only difference is that about 20 of them actually get any TV time or are pushed to any degree.
