It's often the complaint these days that most wrestlers' characters are just Guy Who Is Good At Wrestling. This is an oversimplification, of course, but it does feel that a lot of guys are fairly bland, and there could be said to be a few workers in WWE whose look and move set are redundant with each other.

The obvious solution is "give everyone a unique gimmick". However, that can't be a solution, as giving out unique gimmicks in the past led to things like TL Hopper, Kwang the Puerto Rican Ninja, and Fat Chick Thriller Mike Awesome.

So, what's to be done to spice things up? And don't say "hire a competent writing team", WWE has proven that they'll never do that.

Make the writers/creative and wrestler take creative literature classes or have someone come in and explain how a character is supposed or work. You can also have someone explain why some characters/gimmicks work and others don't, or even why some get a reaction and some get nothing. Basically, you have to think of Wrestling as a book and if you are both the author and main character.

Also, some of the Indy/Japanese talent that WWE scoops up has/had pretty good character work, but then they are told to tone it down or told that the WWE audience wouldn't get them.

One of the things they need to do is not hire someone because of looks.....too many wasted roster spots for people who are just there because they are eye candy and don't have any wrestling skills. You're damn right I am looking at you, Eva Marie, you pile of garbage.
