Here's my list

1.)Batista (Love him or hate him his first reign was great and he has had quite a few good matches and fueds over the course of his two reigns)

2.)King Booker

3.)Triple H

4.)Randy Orton (Youngest world champ and he proved that he was worthy of the belt)

5.)Rey Mysterio

6.)Chris Benoit (He won the title in probably the greatest triple threat match)

7.)Undertaker (Even though he has had only had it for less then a day he still won it at mania)

8.)Kurt Angle (Decent reign as champion)

9.)Goldberg (Again his reign was short and the only notable fued he had was with HHH)

10.)Shawn Michaels (As great as HBK is he had a horrible run it was to short)

The Undertaker-The Deadman is just plain great,Wether it was The Phenom or The Bad Ass gimmick he would still put up the best matches.

Stone Cold Steve Austin-His feud with Vince and his DTA attitude rules.

The Rock-Best trash talker and puts up great fights.

Triple H-The King of Kings title reigns were amazing.

Ric Flair-To be the man you gotta be the man and he was always the man.

Randy Orton-After being under the wing of The Nature Boy and Triple H he proved he could do it without them.

Shawn Michaels

Rey Mysterio

Kurt Angle- Loved his last reign the most but also liked his feuds with Brock

Goldberg-He was just plain invincible
