Mr. Kennedy won the US title from Finlay in a Triple Threat Match also involving Bobby Lashley on the September 1st 2006 Smackdown. He lost the title to Chris Benoit on the October 13th 2006 Smackdown.

Steamboat won the US title on October 21st 1977 in Charleston, South Carolina from Ric Flair. He lost the title to Blackjack Mulligan on January 1st 1978 in Greensboro, North Carolina. He won his 2nd US title from Flair on December 30th 1978 in Greensboro, North Carolina. He lost the title to Flair on April 1st 1979 in Greensboro, North Carolina. Steamboat won the US title for a 3rd time on April 21st 1984 in Greensboro, North Carolina from Dick Slater. He lost the title to Wahoo McDaniel on June 24th 1984 in Greensboro, North Carolina. He won his 4th title on August 24th 1994 from Steve Austin at Clash of the Champions XXVIII. He lost the title to Austin by forfeit on September 18th 1994 at Fall Brawl due to injury.

Very easy decision. Kennedy had a one month title reign whereas Steamboat actually had time to do something as champion so Steamboat gets my vote.

Ricky Steamboat one of the all time great champions, the title meant nothing when Kennedy held it.
