I think I would’ve put Melo over Claudio but they’re back to back so it’s not a huge deal

This one is interesting but i think it's timing more than anything since they have the weird half year cutoffs. I'd rate NXT and ROH titles as fairly even but Melo didn't win his until later, Claudio won his twice, and the second reign was avenging the one loss so I think their kayfabe requirements probably bumped him higher

You could definitely argue, I'm guessing the reason they didn't is bc they don't weight the title high or at least didn't at first before his reign ended
