Each mafia team had different pros and cons. I tried to give each team similar enough utilities, but the nature of the beast is one team will have a stronger form of that utility and a weaker one of a different utility and each team had something unique as well.

Legacies had the role cop so requels had both a janitor and hider. Weaker than the cop, but two roles to give them info.

Requels however had the investigation immunity. Legacy had Jailkeeper to give his partner a no result, but considerably weaker than the tailor (but with less risk than the hider for the bulletproof utility).

I’d also never give town just a hider over a cop. All my town hiders have been in the game with a cop role of some kind. However, Juice was given the janitor in case either her or Jeff wanted a better claim. Something which again legacies didn’t have. They had a role cop, but had to claim their own roles and Jailkeeper probably a worse claim than hider. Just different strengths and weaknesses.
