He doesn't keep check on the current contracts. He let the contract of Velvet Sky, Angelina Love, Devon, Matt Morgan and Apparently Bobby Roode end. Roode and TNA was in talks about a new contract until yesterday (the day of Lockdown). And Roode holds gold in the company.
