While, as referenced by Rain and Leo C before me, this year's HIAC matches (at least Punk vs. Ryback/Heyman and Orton vs. Bryan) make sense (less so ADR vs. Cena, but...), it would be a great idea to get rid of this PPV as a concept. I'm not generally a fan of the gimmick PPV, but I do think that Elimination Chamber (to an extent) and Money in the Bank both work (although I do miss the MITB match at Wrestlemania).
The Hell in a Cell match was created to be a be-all, end-all type of match, the "most violent atmosphere in this business", and, when you stipulate that you're going to have one PPV a year where you'll have 2 or 3 of them in one night, it just robs it of the special feeling that competitors like Taker, Foley, and HHH gave the match. Also, the PPV's existence basically keeps it out of the realm of possibility for important feuds during the rest of the year. I thought HHH-Lesnar 3 should have been a Hell in a Cell match, but I think that couldn't happen because...well..."we've got a PPV for that!"
