I would imagine they'd go to Japan and snag a bunch of unsigned guys in the smaller feds over there.

Have they provided one? They announcement should be on WWE.com.
People were commenting on this thread about the announced stars.
That was Andrew. You'd have to ask him. However, if there is an announced list, it would be on WWE.com.

Most guys are from 4FW, Target, OTT. Whilst others from RevPro, PROGRESS, Preston City Wrestling, Fight Club Pro and ICW
Doesn't necessarily mean WWE will use all because there's 18 listed and 16 are being used. I guess the other 2 could be used as alternatives if someone cannot be used.
