Jeff Hardy's WWE title reign was terrible due to the timing, winning it at a secondary PPV like Armageddon was a waste after his slow burn push and his reign lasted only a month leading to a terrible Hardy / Hardy feud.

I personally wouldn't list short title reigns as being the worst, simply because there wasn't much of a 'reign' to begin with. Diesel in 1995 comes to mind. I do believe he is, objectively, the worst drawing world champion in WWE history (and not coincidentally, 1995 was also WWE's worst year ever financially.) Obviously, Vince Russo and David Arquette winning the world titles was Blue in the first place.
