Because it would "overshadow" certain other performers who will remain nameless.

We can't let Woken Matt get too over Snake...WWE performers are only allowed to
get over to a certain degree before they start to upset the plans of those higher up
in the company.

Only those they want to be over are allowed to get over.

Rusev is surely going to get buried again soon with the crowds chanting for him so loudly.
