This is a Forbes post on why either one should win. It is short but they make a few good points.
Read it and share your thoughts on the manner. I personally think it should go to someone more deserving would can actually use the boost. I am a firm believer that PPV's like this as well as the belts are used (or at least should be used) in a manner of helping build a wrestler and ad prestige to their name. Brock doesn't need it and Goldberg wont be around long enough to be worthy of having it. The only way I can see either winning is if it was used to pass the fire on to someone else but they are clearly going to want to even off the feud. I think both will be in the RR but neither will be winning, instead, they will spin it off and have both of them fight at Wrestlemania.

“It’s a f—–g video game…”
That was a battlecry of frustration from Paul Heyman during a poignant sit-down interview with Michael Cole before the advocate announced that Brock Lesnar would join Goldberg in the 2017 Royal Rumble. From here, WWE’s work is done when it comes to making the Royal Rumble match interesting. Its two most intriguing stars will headline what is sure to be a stacked field laced with entertaining surprise appearances.
And while many people are expecting a replay of 2004, when Lesnar cost Goldberg a chance to win the Royal Rumble, it would be a mistake on WWE’s part to have both these part-time stars cancel each other out.
There are cases to be made for either man winning the Royal Rumble. Lesnar could use a win of any kind to prove that he’s still Brock Lesnar. A dominant performance inside the Alamodome, possibly one with record-breaking eliminations, will immediately rebuild the beast.
Imagine a storyline where both Lesnar and Goldberg run through the field before becoming the final two. That staredown would be the only thing outside of a Shawn Michaels cameo that would make that enormous stadium deafening. If Lesnar eliminates Goldberg, it would give him a measure of revenge without resembling WWE’s vaunted even-Steven booking.
The case for Goldberg is even stronger. He’s white hot. He was given the type of win that nobody even expected him to achieve, and this is a man who built a career in WCW mastering the squash match. The iron is hot with Goldberg and having him win the Royal Rumble in front of a record-breaking crowd singing his name is the only thing that will make him hotter. This translates to a WrestleMania on fire.
