My favorite is

Piccolo is one of the smartest characters in DBZ (Intellectually and His fighting style)
His downfall is.......... That you can't be stronger then the main character! (Especially when you have Vegeta out there with his main goal being to surpass Kakarot!)
That leaves him in the back for now but I have high hopes for A Super Namekian God!

I'd have to say vegeta. That dude was the best. Cross between good and bad, and easily could've been the most powerful.
