Cena does not need it as he is guaranteed infinity title shots and the rumble should be used for someone who has not won the title yet or someone who has been a main champ but has fallen down the pecking order.

Whoever headlines Wrestlemania in the main event (i.e Cena/Rock), I want one of them to win the Rumble. So anyone other than Cena, really. Who cares who "needs it." Most Rumble winners didn't need it per se, they got it because the long term booking put them in the main event of Wrestlemania and winning the Rumble was an excuse to get there. (And no, Rock won't lose to Punk only to enter the Rumble and win it. Sorry.)

Yeah, the majority of the roster really, but anybody who is already established enough and doesn't need the win (Cena, Orton, Sheamus etc), with a younger guy who isn't Bo Dallas eventually winning it.
