Linux is better. But it's also more confusing and it depends on what you want to use it for.

If it's just a personal PC, stick with Windows.

i am actually Dual booting Kali linux and windows 7 i use windows mostly for gaming and everyday use and Kali for scripting and pentesting.

There is no better or worse. It completely depends on the user. If you're a big gamer then I advise Windows, but I think Steam is compatible with Linux now so it might not even make a difference.

Linux will do nothing extra for your intended usage. If you're happy with Windows, stick with it.
Some Linux distributions are better than Windows. Low memory usage, stability, and security is what you'll get from most of them.
And no, it's not confusing like people say, that's bs. Installing software and maintaining them is pretty much the only difference for most users, and it's even easier on Linux than it is on Windows.

Depends on if he pirates games or not I would guess. Pirating for Linux and setting up cracks can be more of a hassle for some linux platforms than for PC.
