It's a tie between 1997 and 1998. The first half of '97 wasn't that great, but the second half alone can compete with almost all of 1998. 1997 is when the AE officially began. Austin vs Bret and the entire Hart Foundation, the USA-Canada feud, D-X forming, The Rock joining the Nation and officially becoming 'The Rock', Kane appearing at the end of the year, etc.
1998 is when the Austin boom really began, and the Austin-McMahon feud was in full force. Undertaker vs Kane, the angle in the summer with Undertaker and Kane possibly being on the same side, The Rock/Nation vs D-X, etc.
