Kane is 46?Jesus he's in not bad shape for a 46 year old active wise.
Also same reasons as stated above,he's too old and semi-retired,he may return once or twice like against the Shield.

He got injured when he was put through the table by The Shield. Plus,Undertaker really doesn't come around this time,he usually shows up a month or two before WrestleMania.

Plus, Kane is supposed to be a monster who can handle himself, even against three guys. Shouldn't need backup from his big brother, and the Ring Of Fire stipulation is what will keep Harper and Rowan from interfering in the match anyway.
