My question is was it planned to be a streak from the first time he appeared at WM, or did they come up with it during his appearances in Mania???

Obviously not, it just always worked itself out like that. Taker always ended up in matches where him being booked to win made more sense and after awhile, the brass released that taker had never been defeated and made a big deal out of it. I think the first time it was brought up in commentary that Taker was even undefeated was some point during the Wrestlemania 17 match with Triple H. And then when Taker held up the ten fingers the following year, it was referred to for the first time as a "streak." Wrestlemania 21 with Randy Orton was the first time a storyline going into Taker's match there had to do with ending the streak, and they've been beating us over the head with it every year since.

To me its not that big of a deal. The names on that list of defeated aren't really that impressive until recently, like the past five years. If they did plan it from the beginning they didn't do that good of a job. So my guess is no, it just happened.
