The WWE-recognised most decorated wrestler in history

Like many of my best and worst ideas, this one happened during Raw chat. It's time to work out who has the most official WWE-umbrella titles. I planned to do this for time as champion too, but that would require super-constant editing, and so I couldn't do it.

To count, a title must have been sanctioned and recognised at the time of the reign by one of the following:

• WWE/WWF/WWWF - any brand (RAW, SmackDown, NXT, NXT UK, or even WWECW)
• World Championship Wrestling/Jim Crockett Promotions (not counting NWA-wide titles. For example, the WCW Tag Titles would count during the pre-WCW days, because that is where the lineage comes from. NWA World Heavyweight reigns do not count at any time)
• Extreme Championship Wrestling

I will not count reigns not recognised by WWE (e.g. Ted DiBiase with the WWE Title).

My guess was it'd be Randy Orton based on him being a top guy for so long and also based on, unlike somebody like Cena, never going the fuck away. But then I went to Wikipedia and Cena + HHH beat him for titles pretty easily. It gets a little more up in the air between those two if Rumbles, MITBs, etc are counted.

puts him at... 28 so far... and there are probably some I missed! Can't wait to see the final results
