Luke Harper is a great performer and a great ear for the business.
He does numerous little things that go very far in getting his character over.
In terms of his workrate (more specifically working the crowd), he is top notch.
Harper will be held back though, presumably by politics.
At best, he's a poor man's Kane with more potential only because Kane (allegedly) turn down title runs.
