Probably likability. Like Enzo, super unlikable, so he would get zero votes. Compare that to someone like Luke Gallows, who's apparently really cool, so he'd probably get some votes... you know, if he wasn't a Raw guy

and locker room leadership has to do with helping others out when they're in need of feedback or advice. The locker room leader also represents the locker room's opinions and makes sure they're all happy and feel comfortable in the locker room. So in a way it's like in school where you vote for 1 student to always talk to teachers if there's an issue.
Usually top guys who have a couple years of experience under their belt fill the shoes of this role. For the longest time it was Taker, then Cena took over and as of now it's Reigns for Raw and probably Styles or Orton for Smackdown.
And obviously they have to be liked by the locker room, it's not really a company driven concept but moreso something the locker room decides themselves. So if someone's not really cool with all the other guys, they wouldn't even consider him in that role
