This is just speculation on my part.

But of all the theories on matches happening at Wrestlemania 29, this is one I haven't seen suggested. If you remember, the WM29 poster had Cena, Brock and Rock on it, and no one else. Obviously, this was just WWE putting their three biggest draws on the poster, but what are the odds that this could end up being the WWE Title match? This, and Taker/Punk in a Respect vs Streak match, would be one hell of a double main event. The only negative things about it is angle wise, why would Brock want the WWE Title? And also, how would Punk feel about losing the belt to Rock, only for Paul Heyman's other guy to get to be the one to fight for the belt? (That second one probably has a plausible answer - Punk says beating Taker's streak means more than keeping the world title for another day since he already proved himself a great world champion, and could also claim Rock beating him means little since he still held the belt longer than Rock ever did.) Also, no one really comes out a bigger star out of any of these matches (there's always Ryback winning the WHC, though, and whatever they decide to do with Dean Ambrose/The Shield), but WWE are obviously just interested in big marquee matches, and I think this is a great main event, putting a huge Hollywood star, UFC's biggest draw ever and their own top guy in the main event of the card.

Thoughts?

a part time wrestler should not be the wwe champion.

He would only be champion for a couple of months, so I don't see the issue with it. I doubt he's winning at the Rumble anyway, but this triple threat is a good idea for a Mania headliner if he does.

I'm also against a part timer winning the belt, and I think it's a really bit waste to put two of the part timers who should be putting others over in a match with Cena, but since they seem to prefer doing dream matches for big WM buys I could see it happening.

I personally don't think that this should happen, nor do I expect it too. The wwe title should stay with full time superstars only IMHO

It's a "dream" match that will draw tons, but who does it benefit apart from Vince's pocket? Cena wins and gets even more rub? If that match exists why not use it to build your NEXT Rock, Cena or Brock? Someone like Ryback could benefit greatly from a match like that.

It won't benefit the product in the long run but then what will out of all the scenarios being discussed for WM29? One way or the other, we know Cena and Rock are ending up in the same ring with each other, either one on one or in a triple threat also involving Punk. And we know Cena is winning that match regardless. We also know Brock will be either used to lose to Taker or Triple H. And there's the possibility of Punk fighting (losing) to Undertaker. Considering all these possibilities, nobody is coming out of any of them a bigger star (except for Ryback beating Punk for the WWE Title or beating the WHC, although even that is doubtful that it will get him over more) so you might as well come up with the biggest match possible in order to headline the event. This triple threat fits the bill. The good news is, as much as I like Brock and Rock, they'll be going away after Wrestlemania and the WWE can focus more on their full time stars.
