Seth Rollins isn't responsible for how he's booked. Blame the writers, not him. All Seth can do is take whatever material is given to him and produce something great with it, and he does that every week imo.
And while I hate to make excuses for the creative team (although they can't entirely take the blame since Vince is the one in charge who makes all the final calls), I think it's almost unavoidable for a wrestling show not to seem at least somewhat repetitive when it's a program that airs virtually every week of the year. How many times did we have to witness Daniel Bryan either being screwed, being told that he's nothing more than a B+ player, or overcoming whatever "insurmountable" odds that The Authority placed in front of him? Or how many times does Bray Wyatt give a rambling, cryptic promo about something we're not meant to entirely understand?
I realize this and never actually blamed Rollins, per se, but don't you believe they know him better than we do?
WWE knows John Cena and that his best heel work would be based off his face momentum.
Is it not possible that WWE knows Colby Lopez (Rollins) and feels booking him in any other fashion might lose heat?
A heel can be booked a variety of ways, but WWE systematically books. Is it out of laziness or is it out of studying talent and knowing them best.
If the answer is the latter, my point is made. Rollins seems cookie cutter of the same mold and WWE doesn't seem prime to alter it under any condition.
For this guy to be their future I hope to see better, especially when he's booked in programs with the likes of Ambrose and Wyatt.
As much as I love Rollins, I never bought him as this master manipulator type. Bray Wyatt is that type of character, not Rollins. Heck, Ambrose would absolutely kill it in that role.
WWE can say he was the architect of The Shield all they want, but we all know it was Ambrose and we all thought he was gonna be the one to turn on The Shield. But, oh well... Moving on.
Rollins is a good heel, there's no doubt, but he'll make a great face.

Everybody knows Ambrose was the unofficial leader from the beginning. Anybody with sense could tell this.
Ignore him running with the singles belt for a full year, while Rollins/Reigns were relegated to tag team gold.
I've just admitted HHH handed him that role because that's what he randomly decided. Rollins is a no-miss talent that won't screw things up.
HHH chose him as the first NXT Champion and Rollins is HHH's first designated dog for the future (after Sin Cara lol).
