I'm guessing the same ending was supposed to occur, only with Fandango taking the title. He'd been pissing off baby face Miz and heel Barrett both in the previous few weeks, so stealing Miz's 'victory' by pinning Barrett while the figure four was locked in was a way to get one over on both of them at the same time. I can imagine him doing the Fandango in the ring with the IC Title laid out in front of him on the mat (or being held in the hands of Summer Rae while he dances) on Raw while the commentators note that they can't believe this is our new Intercontinental Champion.
On the other hand, giving the title to Axel seems logical because of the history Mr. Perfect has with the belt. It's a good way to push Axel in the beginning stages here (and don't forget his rivalry with HHH is still brewing) so maybe Miz was supposed to win the title and then drop it to Axel later. Who knows.
