I sort of forgot when PPVs start. Do they start the same hour of Raw or an hour before?

Look on your tickets there should be a time when the doors open, it starts an hour earlier then Raw btw.
Doesn't the ticket say what time? It starts at 8:00pm EST (7:30pm for preshow). But, I'm pretty sure you're supposed to be there before it starts like 1 hour before?

I'd just arrive an hour before. It starts at 1am GMT, don't know what time zone you're in. Hour before RAW. Pre-show starts before that as Big Hoss says but I'd definitely arrive an hour early.
