It's just a way to turn him IF they did it at WM29. I don't necessarily think they should. There's a few factors involved, such as no top baby face to replace him, them wanting to milk all the money they can from him as a face, etc. I think in the long run, the best way to turn him heel is to go the Hogan route - wait until his own fans get sick and tired of him and start booing him or at least becoming apathetic towards him (them finding a new baby face to replace would help this in a big way) and then turn him. And there would be fine logic to his turning - the fans turned on him after years of trying to be nothing but a role model to them, so he 'turned' on them. Or something along those lines.
