It sounds like a loophole that needs to be closed. But I can understand why they do it. I wouldn't want my children to live in an country where the government is very oppressive towards its people. They do it so their child can have the choice to escape that terrible regime to a country where they are free to live their lives as they please. It probably happens in most countries where people are perceived to have a lot of freedoms and opportunities.
