Do NY-only PPV counts? If so I think it weas Showdown at Shea 1980 when the WWF Champ Bob Backlund was busy winning the tag titles alongside Pedro Morales vs The Wild Samoans so he couldn't defend the strap.

lol Not even close. The first ever Wrestlemania didn't even have the world title on the line. Along with Summerslam '88 and '89, a few Survivor Series, Fully Loaded '98 and probably others I'm forgetting.

I wouldn't say no to that style happening again say in the build to Summerslam, it won't happen building into Mania cos of the EC imo but it could be a solid Main Event without saturating a big title match in hindsight this year's HIAC could have benefited from it, say you had Cena and a mid card face (Kofi) vs Punk and Barrett (not sure if they were feuding at the time but they could have been imo) Kofi carries the majority of the match with Punk so Cena can rest, you don't end up with Ryback being rushed in and you could bump Sheamus / Show into the cell since we only got one anyway.

This whilst seeming poor as I read back is slightly a better adaptation than what we got, you could even end up with Ryback / Cesaro for the, Us title if you wanted.
