I'll get straight to the point. The Intercontinental Title is now being contested between Chris Jericho and Rey Mysterio, who are in a main event feud and are essentially main event guys. Now, it's great that the previously neglected belt is getting such exposure but there's a heap of mid-carders on Smackdown waiting to be pushed, and a title win could be what separates them from the others and aides them into their ascension on the power ladder. Think of how much Dolph Ziggler, R-Truth, Mike Knox or Shelton Benjamin would benefit from a title reign with the mid card belt. To sum it up, the title is at the wrong end of the card.

I don't think you can have this Title at the 'wrong end' when you mean it's near the Main Event area. Sorry, it is pretty much in that area, but this is nothing but good.

It gets great exposure, keeping the title active (keeping it's fueds running too, which is always nice) and will help the next undercard guy get a slight push. Think about it - if the title is 'way up there' when it's around Jericho/Mysterio's waste, then it means that whomever gets it next will seemingly get an 'up there' push. It's not a 100% guaranteed strategy, as WWE would need to follow up, but it is likely to happen.

Therefore, with the title as high in the card as it is, it's not a bad thing because guys like Benjamin, Ziggler, Morrison etc etc can all gain from a title win.

If it goes back to being contested between R Truth and Dolph Ziggler, and types like that, people will bitch about it being buried again, and how un-important it is.
Truth is, in theory, you'e right. If Jericho or Mysterio is champion, and the next guy to hold it is a midcarder, then it would logically make them seem more imprtant. But in truth, it doesn't work that way. The fans would still just look at who holds it, and not who held it before.
