An idea that
@Jeffry Fucking Mason created for an e-fed before was what he called "The Roulette Title," and it was later adopted for a 2k league here as "The Survival Title."
But the Roulette title combines a Hardcore division minus a 24/7 rule, and a Television title. Every time it is defended it is meant to be a random opponent in a random stipulation, and it was genuinely random when it was in an e-fed. That way you can have a variety of matches from underdog challengers to main eventers who just happen to be free that night and it can be any stipulation.
Even if you drop the hardcore element from it and do a draw each time, it can be a way you can just have fresh matches, test people out who wouldn't normally get title chances and build the champion up as the person who always defies any odds thrown at them. The best thing is, this can actually be done with a random draw unless you
have to make sure one person wins the belt or to advance a feud. Book the people in matches/segments you absolutely need to have first and exclude them from the draw, and anyone else, unless they don't want to be involved, will be added. You can have a chicken-shit heel champ who squeaks away with a win each week, a Monster like Braun laying everyone out, or a resilient heart-filled champion putting on Mastercraft after Mastercraft against every possible opponent. There can be a chance of best friends fighting, old feuds reunited, babyface vs babyface, even rare heel vs heel matches. It helps that this belt gets people on TV.
It is no less random than changing Raw one hour before showtime.
