The very first WrestleMania didn't have the WWE (then WWF) Championship on the line. Instead, it opted for a crappy tag match. Also, plenty of WWE PPVs didn't have a World Heavyweight Championship match, since the belt didn't come into inception until MMII (2002). Don't know any exact number and I don't really care to find out. I have better uses of my free time than go through WWE PPVs on Wikipedia and count how many didn't have both (since you explicitly stated both). But besides that, I think I answered your question.
