ums, maybe its just me, but how can guys like Hardy, Cena & Umaga get Drafted to Raw when there already on Raw?

Jeff Hardy, John Cena, Umaga, Triple H & Mr. Kennedy are already on Raw. Hell, there's more Raw guys than Smackdown.
