From the active roster who has reached the level where they're above both world title? I'd say HHH, Cena, Taker and Rock.

If any of these guys never held another world title they could retire as icons.

I'd say Orton, Kane, Booker T and Big Show..

But would not mind to see Orton for another title run.

For me it'd probably be (excluding rocky) Taker, HHH, Cena, Jericho and Kane.

Taker, HHH and Cena are no brainers, but I don't think that either Kane or Jericho need the titles anymore to still be in high profile feuds imo.

Obviously Jericho and Kane aren't to the same extent as the likes of Taker, HHH and Cena, but they're still big enough names to still be relevant without the title. Heck, Kane is probably going to be having non-title feuds for the coming months, and I think the Punk Jericho feud could've worked at WM without the title on the line if it wasn't for the high profile matches that are going on there.
