No he's not staying he's a part-timer now who's there to basically boost PPV rates and the occasional ratings. He's a money machine so they'll use him. Plus it's great having Rock back, you can guarantee yourself an entertaining segment. Though I'm clueless on why he's done it at the Royal Rumble when the Royal Rumble match itself draws, there's no need for Rock.
I don't think giving your main title to a part timer who only shows up once in a while is a good thing, but then again, they're going to make a lot of money from this... so it's happening. But I'm sure he's leaving after WM even if he carries the belt until the big event.

As you yourself said, never going to happen. Undertaker is nothing more than a part timer himself now and he has something that is possibly just as big or bigger than the WWE title, the streak. He's good.
Does he deserve it?
Well Cena is currently challenging for the WWE Champion and Rocky has beaten Cena in the Main Event of Wrestlemania.

In my opinion I would keep Rock out of the title picture unless he's putting someone over. I think he'll further put over Punk who has not reached that top spot quite yet.
Rock will not return to the WWE full time. His acting career is just now getting to the point where he is becoming a big hollywood name, so he wouldn't sacrifice that life for wrestling.

No he doesn't. He just needs to leave WWE and never come back. The only thing he is, is a draw. He can't wrestle - well obviously he can't because he was on the main faces of WWE.
