Arizona Department of Corrections Director David Shinn made frank remarks about its new private prison contract. He said the prisoners provided services that could not be performed "at a rate that most jurisdictions could ever afford." He goes on state if politicians removed "these folks from that equation. Things would collapse in many of their counties, for their constituents."
