Difficulty: Beginner
Adobe Photoshop CS/CS2/CS3
Basic Knowledge of the program (how to create new layers, switching b/w blending modes etc.)

That doesn't emphasize much on the techniques used.

You need to learn where and when to use the techniques, it all pretty much depends on your image. If you have a dull image then it doesn't work out well.

The ideal image to be used would be someone running and some people behind him. So that you can focus on the main character and blur out the extras.
