Just a suggestion, maybe after like two weeks or a month intro threads can be locked? It would prevent bumping of any sort and by that time the member should be welcomed by all the members as well as being active.

Don't think this is possible (might be though :S), but strict moderation is enough. Fair enough we had user(s) doing it this week but it's not a recurring thing, they know not to do it anymore.
