I think there's a difference in how Sting is used. He gets some TV time, but he's not doing embarrassing "work" segments where he's "playing the guy" that he was back in 1991. He doesn't wrestle every time he's on TV and he's always usually right next to Darby Allen.

Limousine ridin' blah blah blah I can still go!!!!!!" screaming promos and "struttin'" while taking up A LOT of time both in ring to do his embarrassing promos and backstage in ridiculously stupid segments. Foley, Hogan and Flair can't let go of the limelight and have to shamble on out and waste younger fans' (and workers!) time so Vince thinks he can get the "nostalgia ratings boost" as if everyone who was 16-25 during the Attitude Era is going to suddenly turn on USA/Fox after 20 years of not watching wrestling and watch them embarrass themselves.
