    Yea, wind turbines and water tower are in the base game and the cheapest/smallest options for Water and Power

    Yea, that makes sense then. If you should ever decide to get it normally, I'd say Green Cities, Parklife and Mass Transit are the most useful/fun DLCs to get.

    The Green Cities DLC, obviously, adds the most towards getting rid of Garbage and Waste (in a better way)

    It is, if you don't have any DLCs. You can also reduce garbage accumulation by using the Recycling and Pet Ban policies.
