Well before the whole Cyberpunk carry on I would have said CD Projekt Red, but they've now gone the way Bethesda Game Studio and Square Enix in my books as disappointing and/or untrustworthy. So now I'd say Rockstar or Capcom for quality. Have a soft spot for Obsidian for their work on Fallout...
