The federal budget is literally due tonight, if nothing passes, the government cannot function properly, meaning only bare essentials will be working: police, military, healthcare, mail, etc etc.

Because if that’s the case that changes the framing of the story to where obviously the Republicans have full control of the failing, but if they need Democrat votes, then there still needs to be some kind of a compromise, regardless.
