Seems about right. I always considered 1999 to be vintage Russo.Think 2000 was actually worse about it always opening with a 20 minute HHH promo, haven't watched them in awhile but 98 had a lot of short matches throughout but 99 was mostly segments just going off my memory

I'd swap 99 and 98 personally. 1999 angles are way cooler in 1999 and it has peak Russo interwoven storytelling.2000 > 98 > 99 if we're ranking the peak attitude era years
The tag team division and the mid card depth was just insane. There'll never be another one like it.2000 was probably my favorite WWE year ever bc it still had fire angles but the matches were way better and dat fire tag division as well
I also think 2001 gets slept on because WWE botched the invasion but the matches and angles were still GOAT.2000 > 98 > 99 if we're ranking the peak attitude era years
