It’s simple, Clinton’s impeachment ran from December 19, 1998 to February 12, 1999.
In that time frame The Rock was drawing record numbers and overtook Austin in ratings, while breaking records on Raw, PPV(Rumble with Mankind), and drawing the single biggest rating segments outdrawing Austin on the show.
The Rock increased the WWF ratings an entire full point and The Rock broke the ratings record at the time with a 6.6 on Halftime Heat on January 31, 1999. During the Clinton impeachment.
So if ratings can not only stabilize but increase and have records broken during an impeachment, there’s no excuse for ratings today to drop during an impeachment.
The writing, producing and the roster simply sucks at producing a good show.
