That's certainly one way to interpret it and could easily be right for as much as we know. Jon Moxley also takes select indie bookings though so that's not always the case. Unless I'm forgetting something him and FTR would be the two biggest names though, everyone else under contract with AEW that still works indies are rarely on Dynamite.
I'm assuming they'll be very selective with these, probably only working stuff that really appeals to them (and might not always be great like that RnR express match). I doubt they turn up anywhere i watch, don't think they touch GCW still which would easily be the highest profile indie
