    The only reason Rock didn't lose is because they knew he'd be coming for another year. I'm sure that they had made the decision for Cena to lose a week before the show.     I think WWE is doing an okay job at starting to raise up some of the talent. You don't want to put people in the top spots too soon, it has to be subtle and slowly.
